PORTABLE APPLIANCE TESTING (PAT)
- Portable Appliance Testing (commonly known as PAT or PAT Inspection or PAT Testing) is a process in the United Kingdom by which electrical appliances are routinely checked for safety. The correct term for the whole process is In-service Inspection & Testing of Electrical Equipment. When people work with electrical appliances, health and safety regulations state that the appliance must be safe, to prevent harm to the workers. Many types of equipment require testing at regular intervals to ensure continual safety; the interval between tests depending on both the type of appliance and the environment it is used in.
- The Electricity at Work Regulations (1989) requires "All electrical systems shall be maintained so as to prevent, so far as is reasonably practicable, any danger". This is interpreted as covering the fixed electrical installation as well as portable and transportable equipment connected to it. The Regulations also state "It is the duty of every employer and self employed person to comply with the provision of these Regulations." Above all there is a duty of care.
- British law (the Electricty at Work Regulations 1989 in particular) requires that all electrical systems (including electrical appliances) are maintained (so far as is reasonably practicable) to prevent danger. Guidance from the Institution of Engineering and Technology (IET, published under the IEE brand) and the Health and Safety Executive (HSE) suggest initial intervals for combined inspection and testing that range from three months (for construction equipment) to five years for inspection and, in many cases, never for testing (certain types of appliance in schools, hotels, offices and shops). In addition to this the Management of Health & Safety at Work Regulations 1999 and The Provision and Use of Work Equipment Regulations (PUWER) 1998 advise that all businesses and workplaces are responsible for the safety of all portable electrical appliances and advise that a safe system is on place to log, monitor and test on a regular basis in accordance with the IET and HSE.
- YorServ Solutions recognise the importance of the testing of all such equipment covered and detailed in the Electricity at Work Regulations 1989 and also the Health & Safety at Work Act 1974 and to this end ensure that all their engineers are familiar with all aspects of PAT testing and the regulations surrounding the tests.
- We ensure that our engineers work towards a City & Guilds Qualification (2377-002) and that they are competent to carry out the tests required. All engineers carry a copy of the latest edition of The Code of Practise for In-Service Inspection and Testing of Electrical Equipment (3rd Edition 2007).
EPC HIPS
- YorServ Solutions offer Energy Performance Certification for Domestic properties. All our engineers are City & Guilds trained and certificated with a Diploma in Domestic Energy Assessment (Dip DEA). Domestic Energy Assessors collect data about a property including dimensions, construction and services, in order to generate an Energy Performance Certificate (EPC) which can be issued for rental properties or for the sale of a residential property.
INVENTORY REPORTS
- YorServ Solutions Ltd provide a full and detailed domestic rental Inventory Report that provides the landlord or managing agent with a written and visual log of the interior and exterior of the property. We will provide the Inventory Report in an independent manner which list all fixtures and fittings, their condition and at the end of the rental term ascertain if there has been a change from the start to the end of the rental period. The purpose of the Inventory Report will be to offer protection to both the landlord and tenant in the case of a dispute. Not having a report like this will offer no proof of the original condition of the property or items and therefore make it difficult to reclaim costs.

Our Inventory Report will -

- Provide reassurance (of both tenant and landlord)
- Potentally reduce the chance of damage or neglect to the property or items
- Act as a document of evidence in case of a dispute
- Give accurate electricity, gas and water meter readings
- YorServ Solutions can also carry out the recommended Check-In Visit, Interim Visits and the Check-Out Visit. The Check-In Visit is done once a date has been agreed for the tenant to move in. YorServ Solutions will meet, on behalf of the landlord/property agent and guide the tenant through the Inventory Report and obtain a signature to agree with the report. An Interim Visit is usually carried out every 3 months. The purpose of the visit is to ensure that nothing has changed to the property condition or the items within the property. It also identifies any issues that may arise from time to time. The Check-Out Visit is critical if a Check-In Visit has been done as this confirms the condition of the property and items upon the tenant vacating the property. A signature from the tenant will be sought to confirm any changes.
- If there are any changes to the condition of the property at the rental termination we will take a view on all aspects and adopt a 'Fair Wear & Tear' or 'Damage' policy to all arears of the property before giving a final report and recommendations.
- Any Inventory Report produced by YorServ Solutions Ltd is prepared by an Inventory Clerk who is not an expert in buildings, furnishings, decoration,woods, antiques, nor is a qualified surveyor and the report is not intended to form any part of a survey. The Inventory relates only to the furniture and all the property owners/landlords equipment and contents in the property. It is no guarantee, or report on, the adequacy of, or the safety of, any such equipment or contents, merely a record that such items exist and a note of the superficial condition of the property at the date of preparing the inventory.
- Further Inventory Report terms and conditions are included and will be made available if requested prior to the report being produced and in all cases will form part of the agreement within the report. Sample Inventory Reports are available for perusal.
